The purpose of this article is to analyze the political dynamics and policy outcomes of the
debate on medical services privatization and derive policy implications from the analysis. In
doing so, this article examined a series of systematic processes, including the
environmental context, belief systems, policy interests, coalitions formation, and strategic
interactions, leading to policy outcomes. Furthermore, the article explored the causes of
policy failures and sought insights for understanding the political dynamics of healthcare
reform. This article answered the following research questions: What were environmental
contexts, and how did they influence healthcare reform debate? What were the belief
systems and policy interests of major policy actors? What were the characteristics of policy
subsystem and how did major actors form coalitions? How did proponent and opponent
coalitions engage in strategic interactions? What were the outcomes, and why did policy
failures occur?
